These steel coins are always a bit tricky to grade. This one seems to still have most of its luster (though this is unfortunately muted in my scans), but it may be a weak strike. I think that this one may be an AU. What do you think?

Some coins are more difficult to grade than others, this being one of them. From what I can see this is a normal strike and there are signs of wear on the bust and eagle. I would grade it at EF-45.
