I think I see silver spots.
It might be the remnants of mercury--it was once popular to rub it on coins to give it a silver appearance.

yes these were uncirculated and have been playing around in the roll four years and years. They have never been touched by human fingers and are all in mint condition. With the exception of course of the Silver areas. What it looks like to me is that the blank planchet material was not totally homogenized and some of the zinc they add and other metals did not fully melt in. Does that make sense?

That basically rules out the rub. Your theory makes sense, but I am not sure if that is what this is.

I agree tumbleweed! These coins have almost no marks at all and would easily grade 6364 or better. It is very difficult to get accurate pictures of what they actually look like because if they were made by the newer process of plating or dipping like they are now you would swear they simply did not get completely coated and left some silver color shows through. But we know that not be the case here. I hope some more people will give their opinions but in the meantime I am going to try and take better pictures to try and capture what they actually look like in person. Thank you so far for everyone's opinion!

This is not uncommon, it's just caused by poorly mixed planchets or other impurities in the planchet metal. I have some cool examples where half the coin on one side is completely silver looking. I suspect it's zinc and tin.
