It's not on the Krause catalog but it does appear as a variety in the Restrepo catalogue which is the 'official' catalogue for Colombian coins. It's type 383 code 3p1. There are 7 known varieties for the 1971 10 centavos. Another common feature (other than the 3 dots) is the broken 1. Your coin, according to the catalogue, is worth 3 bucks in EF condition. Cheers.
