I need some advice if you would take a lot at this walking liberties made in 1937 in Philadelphia. I'm looking for the ideas of what possibly happened to it? Any input would be appreciated!

If you are referring to the obverse periphery, looks like damage.

yes. It looks like it got struck by the die ring. Does anyone think it adds or subtract from its value?

it looks like post mint damage to me. I have seen some of these that share trhe same characteristics where someone spooned the coin. This is where they tap it with a spoon to flatten it out and usually make a ring out of silver coins like the Walking Liberty you have here. I have also seen other coins that look like this that spent a small amount of time in a dryer. I don't think anything that could have happened at the mint caused this though

What does the reeding look like?

with everything that can happen to a coin it may be all but impossible to actually say what happened to it or how the damage or whatever it is occured.

as for the value no matter what it is it has detracted from the eye appeal thus a loss in value from that stand point.
