What are stars notes for? I heard on Pawn Starts that they are inserted into circulation whenever a regular note rips. I dont get that either, do they actually check every single note.

If there is an error at the Bureau of Engraving & Printing, they reprint those notes with stars in place of the other

I saw that too. Was that bill a large mote? Also, they didn't say how interesting the serial # was-999998.
