I think that sounds like a fair policy. It just sounds like they don't want to be held liable for changes to a coin that isn't their fault but could happen after being slabbed.

They could always slab the coins in a noble gas, like Argon.
That way, a red coin will stay that way forever.

I thought that was only for dark side coins?

The "Hobby of Kings" used it often after dinner time.

PCGS is acknowledging reality.

The Cents in my Coin & Chronicles Set should be graded PR68RB...
(if they were slabbed, that is; they are in OGP of course!)
Those poor things are practically full brown, compared to the Cents
in my 2009 Proof Sets.

I thought this was always how they did it. I remember reading a few years ago where they had certain things with copper they didn't guarantee and color was one of them. If I am not mistaken NGC will not guarantee copper color either. This is from NGC's website and was posted in 2003
Numismatic Guaranty Corporation of America (NGC) today announced that it will begin offering a grading guarantee for copper, bronze and copper-nickel coins certified by NGC. This guarantee is available only for coins certified by NGC since adoption of its current generation holder. These are easily recognized by the words NUMISMATIC GUARANTY CORPORATION at the bottom of the grading label. With respect to copper, bronze and copper-nickel coins only, the NGC Grading Guarantee expires ten (10) calendar years from the date of grading by NGC.

Copper and its alloys are highly reactive with the atmosphere and other environmental factors. For that reason NGC has not previously offered a grade guarantee for these coins. However, NGC's newly introduced, hermetically sealed, state-of-the-art coin holder offers a much higher degree of protection against environmental factors than was previously possible, enabling NGC to offer grade guarantees for such coins.

NGC Vice-President Rick Montgomery elaborated on NGC's expanded guarantee: "NGC is proud to extend its guarantee to those copper issues of United States and world coins. Montgomery added, "We look forward to an extremely positive market reaction, as collectors and dealers alike buy and trade these coins with even greater confidence. This will bring an added level of protection to all applicable issues certified by NGC."

Submitters may return previously NGC certified Copper coins for reholdering. NGC reserves the right to return coins in their existing holders if it believes that the coins' grade cannot be guaranteed. Applicable coins encapsulated in NGC's older holders, submitted to NGC, will automatically be pre-screened for possible conservation. Submitters will be notified if conservation is advisable, and coins will be forwarded upon request to NCS.

So I guess if it changes within 10 years it is covered but anything after that they won't

here is another thing from NGC's Guarantee
NGC GUARANTEE

The grading of coins is subjective and solely reflects the opinions of the NGC graders. NGC guarantees that all coins submitted to it through any tier shall be examined by a minimum of three NGC grading experts in accordance with NGC grading procedures. In the event that any owner or subsequent purchaser of an NGC coin believes that a coin has been over-graded by NGC with respect to such procedures, such person may submit the coin to NGC through its "Appearance Review" service for a review of the assigned grade. If the grade determined under such review in NGC's sole opinion is ultimately lower than that originally assigned to the coin, NGC shall, at NGC's option, either exchange the coin in question with an equivalent coin at the earlier higher grade or pay the difference between the current fair market value of the coin at the newly established grade and the current fair market value of the grade originally assigned to such coin. Due to the volatile nature of the coin market and Internet auctions/sales, the selling prices in these auctions/sales do not necessarily represent the current fair market value of any particular coin. NGC will determine the current fair market value of a coin based upon what NGC believes, in its sole opinion, to be reliable current market information. NGC's subjective determination of fair market value shall be binding on all parties. Removal of a coin from its NGC holder, or tampering with the holder, nullifies this Guarantee. If requested, NGC will remedy any clerical error with respect to the description or grade of a coin on its label, free of charge.
WARNING: THIS GUARANTEE IS LIMITED.

1. Oxidation can continue to occur after sealing, and copper coins are particularly susceptible to this problem. Therefore, the NGC Guarantee does not apply to the grading of copper coins.
2. Pattern coins and coins graded under the VarietyPlus and Mint Error services are guaranteed for grade and authenticity only.
3. The NGC Guarantee does not cover coins which have been graded by NGC but then are subjected to abuse, alteration, or improper storage conditions such as (but not limited to) extreme temperature, moisture, damaging environmental conditions, excessive light, excessive motion or vibration, or any other extreme conditions.
4. The NGC Guarantee does not apply to coins that have been removed at any time from their original NGC holder, or to coins with tampered holders.
5. The NGC Guarantee does not apply to clerical errors on the label.

THE NGC GUARANTEE TAKES THE PLACE OF AND SUPERCEDES ALL OTHER WARRANTIES, EXPRESS OR IMPLIED AND WHETHER OF MERCHANTABILITY, FITNESS OR OTHERWISE. THE REMEDIES PROVIDED IN THIS AGREEMENT ARE EXCLUSIVE. EXCEPT AS EXPRESSLY STATED IN THIS AGREEMENT, ALL OTHER REMEDIES AGAINST NGC, INCLUDING, BUT NOT LIMITED TO, CONSEQUENTIAL, PUNITIVE, AND INCIDENTAL DAMAGES, ARE WAIVED.

The fact is that color for copper can change depending upon where a coin is stored. The villain is humidity, and if you have mint red copper coins stored in Hawaii or Florida, for example, there's a good chance that the environmental factors can alter the color of the coins. This is obviously beyond our control so consequently we will not be guaranteeing the color of copper coins graded or sold after January 1, 2010.

This is from the link I mentioned. I may be wrong, but I'm pretty sure that PCGS used to guarantee that their RD cents would stay RD but no longer do. And I'm pretty sure NGC's guarantee lasts for 10 years, but I think they'll change it eventually to be more like PCGS's guarantee.

yes NGC's says as long as its in a new style holder it will be guaranteed for 10 years. If it is in one of the older holders this 10 year thing doesn't apply
