I honestly couldn't say. Lots of little nicks and splotches, but any gigantic lines or parallel scratches visible in the photos are on the GSA slab, not the coin. Thanks for your expertise!

Disregarding the line on the slab, there does seems to be a number of bag marks especially on the reverse. I'm going to say MS-62.

Provided that all the parallel lines and what appears to be a fingerprint on the obverse are on the slab, I would give it a 63. Why not polish the holder and take another pic?
