1913 Quarter Eagle?

This has just turned up in a manilla 2"x2". I'm unsure of it's history, and as I've never handled one before, I'm none too sure if it's genuine.
18mm x 1mm Weight unknown, but feels too light.

And that's the problem, it doesn't feel right.
Any suggestions

I suspect it's as genuine as a politician's promises.

Here is the weight of a genuine coin: Weight: 4.18 grams
If it's less than this, it's almost certainly a fake based on the level of preservation.

I think the eagle is more high relief on real coins.

The design on these are incuse, which means that it is below the actual surface, basically the opposite of a 1921 Peace dollar.
