Y#95.2. I know the left one is YR19 (2007) but is the one one the right a variation of the number 19 or something else?

Yes, the second symbol from the right is called "Gan". It basically means "first year of reign" and is sometimes used in place of the symbol for one. (obviously, only in year 1)

Yeah, it's the first year of the Heisei era, which means it's the year of 1989.

Edit: I obviously can't spell, lol..
