Bottom: It is indeed a banknote: Russia 5 roubles, dated 1909. These notes without a "full serial number", though of the old Imperial design, were actually issued by the Provisional Government (White Russian) faction during the Russian civil war, 1917. All of them would be $5 to $10 notes, if it weren't for the tape and other damage.
