Hello, I found this LMC in my change this morning, is this a lamination error or struck thru? or something else?
The part of the "ty" in LIBERTY that is under the raised part still is legible. Is this sort of thing valuable?

It is a lamination peel and a nice one at that That is considerably more interesting that a regular lamination or delamination because it is hard to find one with the peel still attached since it is so fragile.

If the peel is still attached does that make it worth more? is it even worth more than face?

A Lamination or delamination holds no interest for me, it is just Mint created damage and a distraction. It is difficult to find a peel still attached because it tends to detach from circulation or someone gets the bright idea to tug on it. I would certainly pay more than face for a peel like that
