Other than specialty issued coins, such as the 2009 Lincoln Cents (in 4 separate releases) when does the U.S. Mint produce the yearly coins and is the only place to purchase them is from the banks (providing they have new coins)?

Go direct thru the mint. They sell them at a profit though......so be ready for that.
