It is a wavy step, but it may be too minor to be listed. I would keep it anyway though.

The extra two marks vertically are part of the design. The doubled column would be on the 6 & 7th columns, usually. The design was created to make the illusion of a column behind the 12 you see on the front of the Memorial. They are on all memorial cents stronger or weaker depending on wear/year.
