They were released early in Puerto Rico.

So I've heard but was it that early? Why even have a ceremony if you're going to release 2010 coins into circulation in 2009?

Its related to the Federal Reserve system. They tell/told the US based systems to hold the coins until after that date. PR doesn't necessarily follow this... I am sure there are people who know better than I.
