Should Obverse and Reverse have perfect Coin Alignment, or can they be off by a few degrees?

I'm not sure, given the early time period.

Any input would be appreciated.

That's called a Rotated Die, and it's not an uncommon thing for just about any issue. Radical (90 degrees plus) rotations tend to attract more attention.
