Atop the eagle's shoulder is a very common location for spikes. Without clues like a date or at least a mintmark, I doubt that there will be very many guessers. It is interesting though, as I do not recall a spike being so close to the eagle's neck. Very clean and sharp spikes too. Nice coin.

There are 3 clash marks on the shoulder AFTER the operator already filed down several of them. Note the two hair clashes in the first pic bottom right of the eagle. In the 2nd picture, there's a ltter transfer.... See it.. :)

I am assuming this a 1922 Peace dollar? very similar but different than the 41A listings, Remmy has found a few new discovery coins.. I think Zeewools correct in that haven't seen a spike so close to the neck...maybe this is a new one...

I sent one that was a "lock" and didnt get it. There is a stigma against clashed Peace dollar letter transfer. Personally I didnt see the E in the place you were showing but I did see an E. The E "should" be at or close to the top of that first ray... yours is too far back. but I still personally see an E. I have a dozen or so clashed "O's" which sit on the L of PLURIBUS and cant get them either and I can see it without a loupe. Sorry to hear that but keep looking, they are out there. Best of luck. "
