Notice the letters of the top one are clear and the bottom one
are crude.

Also notice the date on the top is straight whereas the date on
the bottom one is not straight.

I believe this is two different dies? Anyone know if there are different dies for Colombia gold?

The strike also looks weak on the second coin. Could this be a counterfeit?

They are both certified by NGC. The second one I bought from a reputable dealer so I really doubt it is a counterfeit.

Yes, they're different varieties. I don't know if they're listed in the Krause catalogue but they do show up in the Restrepo catalogue which is the most complete book on Colombian coins. They should be 17,5 mm and weigh 3,225 g. In the Restrepo catalogue they're listed as type 326-1 (first picture) and 326-2 (second picture).
Hope that helps.
