I'm going to say VG-10 because most of the lines in the skirt are still present.

you cant just rely on the skirt lines, just because those are still present doesn't necessarily bring up the grade. I have to say G-6

With Liberty's right breast fully outlined I'd say it's solid for F-12. The rim bump hurts it a bit but otherwise it looks original.
