"PORT ET ALG REX" are among the titles of the King of Portugal: King of Portugal and the Algarve. Looking at the list of the Kings of Portugal, we see that the most likely owner of a "PII" monogram is Pedro II, reigned 1683-1706. Looking at the coin, I think I can see a date, but the only clear digit is the third, a "9".

Looking up 1690's Portugal in Krause, we see a coin with this design listed, with only one date: 1699.KM# 165, CV $10 in VG back in 2003.

Forgot to add the denomination: it's a 1½ reis.
