I'm undecided, although due to the darkened area next to the missing piece and flattened denticles, I'm leaning towards a post mint grindstone application (talk about harsh cleaning!). What do you think?

Looks like a genuine clipped planchet. Notice the Blakesley effect opposite the clip, where there was insufficient pressure to fully upset the rim.
