It's a VAM-23, clear as a bell. Has the comet streak from the star towards the E on the obverse. Jason at VAM World spyed it.

Nothing matches on VAM World. VAM-19 shows a line in the 8 & 6 in 86, there is only a line in the 8. Also VAM-19 shows a bump under the A in DOLLAR, not present on this one but there is a line in the belly of the R. Here's some pics with a digital SLR and a Celestron LCD microscope.
