Tripoli,-Italian-Libya-Medal

Found this very interesting medal. It is copper. 26mm in diameter. The obverse has, I guess, the seal of Italian Tripoli, with the legend MUNICIPIO DI TRIPOLI. The reverse has 3 Fasces to the left and are Luca below with a clear area (I guess again) for engraving some award.

Anyone have any more info on it?
