I don't know the specifics per se, but I've seen similar. It's a token for 50 cents off vacuum packed fresh water goods... likely fish I think. Given that it's in French you can narrow it down to having circulated in either French speaking Europe (France, Belgium, Switzerland, Luxembourg)or in Quebec (unlikely that one I think). Given that it is a high value (50 cents, maybe 50 centimes) and white metal it's likely from a time period when that much of a discount made sense. I think tokens for discounts on grocery items are still popular in many parts of the EU.
Disclaimer, I've never seen the item or a reference to it, I'm simply saying what it says and where similar items can be found. I'd guess it's from a store specializing in fresh fish or a grocer that has a fresh fish section that he wants to make popular.
