looks like something on the surface of the planchet prevented plating there and the strike flattened out the lip of it. Just a guess but not a wild one.
What ever this is, it's raised on the coin. Ran a toothpick over it and you can feel it catch and raise when it hits it. I'll try and get you a whole picture of the obverse.
