looks like something on the surface of the planchet prevented plating there and the strike flattened out the lip of it. Just a guess but not a wild one.

It looks like the top half of an "8" to me. Is it incused?

I hate being the odd man out but that isn't anywhere near the right size to be the top half of an eight imo. Even the eight on a dime would be larger.

What ever this is, it's raised on the coin. Ran a toothpick over it and you can feel it catch and raise when it hits it. I'll try and get you a whole picture of the obverse.

Yeah I agree it way too small for an 8, but it still looks like the top of one to me.
