This penny looks like the Copper is wearing away and not the other way around. Any ideas anyone?

If the copper were wearing away would the letters not be the silver color ?

Looks like a pretty much failed plating job.

I got brave and took a sharpish instrument to the filled in "O" and guess what? There's Copper underneath. Good point Metalman! I didn't think about that - oh duh! Mystery solved!

judgin where the white metal was left I would say plate job these are the hardest areas to wear...
