How does one determine the metal value of silver coins that are not valuable numismatically? I mean, what can a person expect to get for junk halves, quarters, and dimes?

The amount of silver in the coins you mention is 0.7234 oz per face dollar value. Multiply that by the silver price to get a multiple of face that describes the coins' intrinsic worth.
Check out: http://www.coinflation.com/

* I have read recently that a bag ($1000 face) of average circulated coins yield about 715 ounces of silver as a result of the wear.

Of course, you aren't going to get that unless you are selling huge quantities (like the aforementioned "bag"). After all, the dealer you sell to has to make something, and it does cost money to extract the silver from coinage. Note that this junk silver rarely gets melted any longer--it gets sold to investors by the bag.

When silver was trading in the $12-$14 range, I could go to a local shop or show and sell silver coins for 8x (8 times face value). Obviously, that multiple is lower now, but I haven't sold below 8x.

Get them graded by SGS. Then they'll be MS65 at least.

If you've got a RedBook, it lists the silver value of War Nickels, pre-1964 dimes, pre-1964 quarters, 40% halves, and 90% halves, as well as silver dollars (not the bullion kind). Not too sure about the page number though.

My dealer is currently paying about 3 times face value for silver coins as you describe. I will have to check with him later today to see what the current rates are. I would like to point out that ALL silver coins have numismatic value as all collectors can not collect unc. high grade coins. Many are content to just fill a hole in their collection and they can always upgrade should a nicer example come along.

How much above melt would you pay for a 1951-S Franklin half in VG with 'Under God' scratched out?

Really? Silver is worth only 3 times face? I would have thought much more. I wonder what it sells for retail.

That fluctuates somewhat with the price of silver - a few weeks ago, there were dealers I heard about paying 5.5x face.
