found this 1993 quarter in change last week. took it to a local dealer, and he said it does not really know if this is a minting problem or post issue modification of some sort. There is a very slight dent on the reverse, but it does not line up with the build up on the obverse. Also it appears to be the same metal as the coin, not solder.

any ideas?

By the pic it appears to be a Cud of some sort. But the protruding dent on the back..............

Very curious
Hypothesis;
If water enters a non bonded area and froze, it could very well result in something like this.. any way to tell if the raised area is hollow underneath?

This is damage from heat. The trapped gases in the cladding expand when heated and cause the bulge. On a side note, as you found out, alot of small dealers have no or little experience with errors and are not good sources for information.
