I would say MS-64+ as far as details go but I would be concerned as to how and why it is toned that way.Could be that it was in an album for many years or could be an attempt to cover a past polish or cleaning although I don't see any hints to that.I would say it is certainly worth sending but would send it to ANACS just in case.If it has been screwed with they will grade it.JMO.

I tend to agree with the cautious attitude about the originality of the toning.

Keep in mind, even at MS64 this is only a $100 coin. More importantly, this is a huge Conditional Rarity above MS64 - the graded Census at MS65 is only 1% of that at 64, PCGS/NGC have only bestowed MS65 on ~600 of over 21,000 graded with only 5 above that - and you can expect the TPG's to cast a pretty critical eye on it.

My guess? Possibly Uncirculated details, but retoning poorly after a dip. Even if considered Original Surfaces, I'm not sure there's bang for buck in submitting it.

I have had this coin in a flip since the early 70's. I got it from a friend who had it in the same flip from the early 60's.I don't believe he would have cleaned it.The toning on the Obverse of the actual coin in hand is a somewhat lighter gold tone.

I agree with the grade of MS-64, the gold toning doesn't concern me as much as the blue. It almost looks like some kind of residue, with raised chalk like appearance.
