The writing is Urdu, written in a form of Persian script. "Kaisar I Hind" is Urdu for "Empress of India". It's also the name of a prestigious award for military service under the Raj, though that decoration is oval in shape.
I suspect this medal locally made and simply commemorates Victoria's coronation as Empress of India; I have seen similar pieces with "Kaisar I Hind" written in Western lettering, too. Similar Coronation and Jubilee medals are known for the other colonies ad dominions.
