Unless it's a very rare coin than it depends on what the collector will pay for it. Otherwise the coin is considered damaged and would not be graded by any of the TPG services. From what I can see from the pictures, details of this coin look to be AU, but with the holes the value is going to be reduced by more than half and probably only be worth melt.

Some people think it's more commemorative or novel if they drill a hole into a piece of history and wear it as bling - effectively RUINING the very piece they try to preserve. Sad waste. That would be like wearing the Declaration of Indepedence like a paper hat.

Absolutely, I've got a very nice looking seated lib, but it's got a hole in it, the reason I think it looks so good, someone was wearing it around their neck

From the look of those holes, when they were drilled into that "piece of history" it was worth about 85 cents or less. You must remember that EVERTYTHING is a piece of history, including the coins in your pocketchange. Do you keep each of those coins in an individual protective holder to prevent wear or damage to the coin? No, they are intended to be used, and abused, just like that Trade dollar was.
