My Brother found this in his work truck. I was wondering if you guys could give me some info on if it is a key date and maybe grade it as well.

It would be a key date if it were a '28, but the photos linked look a whole lot more like a '23. Looks to be in very nice condition; seems to have nice luster and could well be Uncirculated.
