Looks like a small Cud like you said but I'm really not good with the values of these especially on State Quarters. It is a small Cud but State Quarter errors are usually priced higher.

Twin: That size is OK. It show what I needed to see. The reason the images are so small is that my image host is reducing the size of the images. But a close up of the Cud area would be nice.

Coop, I'm headed out to work very soon, but I will be glad to get you a shot of it when I get home tonight, the only problem would be if the person these coins belong to wants them back tonight.. i'll take my camera with me just in case... one way or another i'll get you a good close up - and i'll post it here if thats ok, if you'd rather have it emailed, I can do that also-
