Ha! I thought it was this when I read the title. It's an Israeli phone token from around the 60s or 70s.

Reminds me of the good old bakelite phones they had in public call boxes when I was a kid (in Britain 1960s-70s).
Basic cost of a call (in my time) was 4 pennies (pre-decimal) but (and please don't report me for fraud) if you dialled the number and, while the dial was returning to its original position, you tapped the (single) cradle up and down as many (or more) times than the individual number just dialled and, if you did it right, you'd get the call for free!
When they were replaced with plastic dial phones the cradle had a left and right hand side and you just could not tap them at exactly the same time to get the free calls.

These tokens are actually dated, using the same Jewish calendar system you can find on the coins. The date is to either side of the running deer logo. This token dates from the year (5)743, which translates to 1983 AD.

I understand that it's possible to collect a whole date series of them from the 1960s to the late 1980s. This website depicts three different dates.

To add: this blog shows one of the telephones they were used in, and reports the local name for the telephone token is "asimon".

I guess it has been so long now that people don't recognize a phone dial anymore.
