macmercury- Yes, that does seem to be a lamination error.

Thanks for your response Archraz, what I don't understand is how come the portion that got delaminated received a stronger strike than the rest of the coin.
My guess would be the metal is faulty and is softer than the rest of the surface...

macmercury- Well, it does not have to do with the "softness" of the metal. Rather it has to do with the fact that some of the surface metal has peeled off due to impurities before the strike. So the surface was not entirely smooth, and therefore only parts are well struck.
