Here's how it works in the real world:
NCS is affiliated with NGC. They have access to the best possible technology, materials, and talent to clean coins. They call it "conservation," but it's cleaning, plain and simple. They will, for a fee, "conserve" your coin and, depending on the degree of success, NGC might then slab that coin (for another fee) without indicating that it had been cleaned. To clarify, if NGC chooses to slab the coin, it will not be identified as cleaned. Even though it was cleaned. Even though PCGS might not slab it.
Or they might. Done well, it's tough to identify a cleaned coin.
I know that my skills will allow me to clean my 1921 without trashing it. I *might not* be able to clean it without it looking like it's been cleaned, and I might not be able to do it as well as NCS. I don't have ultrasonic and electrostatic equipment like they do. If I fail, neither PCGS nor NGC will slab my coin. If I send it to NCS, it's possible that I will get a slabbed coin when it's all said and done.
So, you pays your money and you gets your results. It's the system. When you and I do it, it's wrong and bad numismatics. If they do it, it's good numismatics. Greasy, but that's what it is.
