I think that this was carved by a French speaker, N.O.S.E., being Nord,Oest,Sud,Est. in french. Or North, West, South, East. Also it looks like a Fleur de Lys in the centre. Very much like a compass rose.
Has anyone seen similar? How difficult must it have been to do this, and how on earth did it get to England?

It isn't an actual American cent; it's a copy of some kind. Where your item has three stars above the Memorial, a genuine cent has "E Pluribus Unum"; see the CCF fact page to see what I mean.

I suspect the five notches around the rim are where it was clamped or attached to something.
