That sounds more like a rubber stamp then anything. I have over heard a few member dealers of PNC openly talk about things they have done or had done. Rules are there to enforce if broken, they give all of us boundaries to live with that are fair and can be seen. People that think they are above it I have no use for.
Theft is theft in this case they (the doctoring members) whether they did the doctoring or had it done, or third hand sent the coin in for someone they knew had played with a coin are no different than a Thief! They are stealing money from the buy! They are stealing the notion of solid sales practices from all that may buy a collectible at sometime.
