No, these are regular .50 cent bank wrapped rolls (String & Son) that I buy from my local bank daily etc, that's where I found the 94 DDR'S

The 83 DDR I found was in a Brinks wrapped (clear plastic) roll, but again these were from a TD bank- regular .50 cent bank rolls- not BU rolls.
