In the latest issue of the RCNA, Error Of The Month section it explains and shows examples of this plating obstruction error.

I have 2007 nickels with this copper color but did not know at that time what there were.. Here's a picture of one....

There are a lot of things can prevent plating in spots. Half my plating notes are about my mistakes.
