Sure, the holder says FR-16A, which is a rare note. The note is actually FR-17A, which is a common note.

do you have a kelly book zeewool? maybe there is something about the note that is rare. I dont know. I have a large 5 dollar note that is a 3rd charter series that I thought was common until I asked someone at heritage how much would they buy it from me for and he said 700.00 come to find out it "which I know does not mean anything" had a book value of 1300.00. I was shocked.

No actually, I have never heard of a Kelly book. Either you are talking about automobiles or you may be speaking of Don Kelly in Ohio who is a major National Bank Note dealer, and you are referring to the "Standard Catalog of National Bank Notes" by John Hickman and Dean Oakes as the Kelly book?

I am a relative novice when it comes to other areas of coins and paper money such as English hammered silver, classic US coins, star notes, large size paper money, etc, but when it comes to 1862 $1 notes, I know them 'extremely' well.
There is nothing whatsoever that makes the linked note 'rare'.
