The park the medal commemorates is at Point Loma, San Diego, which was established in 1913. However, the medal itself cannot date from that time period, because the statue of Cabrillo depicted on it was not made and installed until 1939.
The Medallic Art Co. is still in existence. You could try contacting them and ask about actual year of minting, mintage numbers, etc. The medal must have been struck before 1972, because the company moved from New York to South Dakota in that year.
