Strange 2001 P North Carolina Quarter

Hi All
I found a 2001 P North Carolina Quarter. Its sides are all "silver", placed under tissue with silver and non silver coins. It is white and same appearance of silver coin.
I know silver quarter should be S coin. But this coin has appearance of silver. I dont have scale to check weight. Any thoughts out there. My guesses are
1) Regular coin dipped into "silver"
2) Its Silver
3) Just regular coin
Whats everyone think

You could always set up a simple balance beam to check the weight against another quarter. If it balances, then you have a plated quarter which would be worth 25 cents.
