Interesting strike on the obverse. Points of the strike are weak (B in LIBERTY and God in "In God We Trust") with a nice strong reverse!

I'm going with VF-25 (allowing to the possible weaker strike on the obverse).

The 1919-s is known for a weak periphery strike. I think VF-20 but it probably has been cleaned due to the hairlines in the field and not just the device.
