It's Machine Doubling. Notice the flat appearance on both the one and nine and on the same side. It could possibly be a double die from the master hub, but I can't see the fours well enough. It's common to most 1944 cents. Hopefully, one of the experts here will add more. Terrell
with Machine Doubling on the 194, but you might want to check that mintmark for an RPM, or try to get a better shot of it. Looks like something might be going on with the lower serif, but I'm not sure.
