The general consensus is that coins rotated up to 15 degrees (yours is about 15) are within the tolerance of the mint and do not carry a premium. It's only when coins are rotated 90 degrees (or 45 degrees in coins with a very low mintage) when they carry a premium.
I think it IS rotated but I think it is less than 15 degrees and therefor within tolerance. The degree of rotation is hard to judge since the obverse is not in the holder straight up and down and here is no way to tell which way the holder has been flipped or if the flipping is actually 180 degrees.
Can someone please tell me if the 15 degrees is a standard issue of measure across the board for all "error" coins? Meaning, premiums are only carried over 15 degrees?
