I found this note amongst a box of banknotes> I do not know if it is a specimen note as printed or is an advert for the banknote printers De La Rue.

Any help would be appreciated.

It's an advertising piece, though they're often sold as "test notes". De La Rue send bundles of things like this out to countries interested in seeing samples of their work. They probably also use them as giveaways at trade shows and banknote shows they attend. Here's a better pic. Do an ebay search for "varinota" and you'll see prices ranging from $3 to $25.
