I am cleaning out a few coins I am thinking about putting up on the bay to pay back some other things I bought. I found this slab that NGC was giving new members who would join their yearly fee dues. I don't think NGC is doing it any longer, checking on their site for possibly submitting a few of my coins, but membership is higher even with 5 free coins submission.

An additional $10 per coins if you need to get it attributed for varieties, so ANACS maybe a better route.

My question is there premium to this regular silver eagle coin just in this slab? Is there collectors that just collect slabs for their labels?

There are collectors who do collect slabs, and PCGS Doilies and Regency Holders, among others can fetch moon money, but unfortunately in your case there is no added premium.
