Here is an odd one it measures 1-5/8" and weighs 23.5g any ideas?

is it brass,,give it the old magnet test?It almost looks like a postal tag of some kind,,but what do I know,,no ammo shell,,no primer,no hole,,a watch back is my bet,,

It appears to be steel or iron, it should be magnetic. Whatever it is, I doubt that it has any relationship to numismatics.
