I think this is a small date, has a very weakly struck liberty and the curve of nine is soft and points to the seven... any opinions and estimates of value in this poor condition? thanks

Sure is, but I have no idea what a reasonable value would be because of the condition.

It is indeed the small date! Too bad it's in such rough condition.
