In the majority of cases the answer is "yes". A "details" grade indicates a problem coin (cleaned, whizzed, rim damage, scratches, PVC damage, etc.) There is no formula to determine value on these, but I wouldn't hope for non-details value. In the end it is worth what someone else wants to pay.
p.s. - I would guess many of these sell to the seedy element of the hobby to be cracked-out and sold raw to the unsuspecting public.
